Ultimately, Justice Robert Barnes found that officials in the finance department of the federal government were justified and "fair dealing" in a "minor and discrete" way when they circulated copyright-protected material from the subscription site to each other. (According to a report in iPolitics, Blacklock's has filed more than a dozen lawsuits against various federal government departments and, between 2013 and 2015, collected $54,663 from various agencies for copyright infringement.)
